The Tochlandish body of law governing the feudal structure and its rights and duties, the direct powers of the Crown, the rules of the Landsknecht and the definition of felonies to be held in common throughout the whole of Tochland.
Originally compiled in 8023 after the Bakers’ Uprising- the popular revolt against abuses of the peasantry- the Volksraat initially set out to standardize feudal dues and taxation. Over time it became loaded with special exemptions, grew to encompass the governance of relations between the Crown and nobles and promulgated new additions to felonies largely related to political action, sedition and rebellion.
The Volksraat was reformed radically in 8102 by King Balric III and brought very closely in line with and put into the administration of the Atrianoi. Those reforms dealt primarily with criminal and civil concerns, but also served to remove some judicial powers traditionally held by nobles.
